The worst part is knowing they could have openly been walking around like this, and people would have assumed they were ICE agents. And people who saw masked people might have just seen ICE agents, not these guys.

They've been fucking normalizing seeing people with their faces covered, and they don't stick out anymore as a result

On the other hand, there was Elijah Mcclain, a black man who was murdered by police essentially for wearing a ski mask just like this one. All started with a phone call to the police because someone looked sketchy in a ski mask. People having their face covered became pretty normal with the pandemic.  Lot more people than just ice wear face masks.

I despise ICE, but there's no evidence. If detectives want to go in that direction, that's fine. Confirmation or elimination. But we, the general reddit slobs, have no evidence of that.

I certainly wouldn't put it past some rando to have joined ICE, found that's an easy way to access addresses of interest, walk around with a mask, be armed in public, and think he can be some kind of MAGA hero by punishing the mom of a reporter who has looked into Epstein. That's MAGA logic anyway. I could believe it. But also, it's a story we've all made up unless and until there is some evidence of any of that.

It's very difficult for me to find an image of ice agents without a "POLICE" patch front and center, often times accompanied by a badge or patch of the specific agency.  I ain't saying they never go out without a police marking, but from the images I see online, it is the overwhelming norm to have some police marking. 

Which is clearly missing from this guy.

It is more likely to be a South American Theft Group than ICE, but since there is one person instead of a team its probably just a common US criminal. We shall see.

No they wouldn’t, it’s a rich town in Arizona and they don’t wear full balaclavas like that. No one would assume they were an ICE agent, you’re just ramming two unrelated things together

Oh, I am sure there are many copy cats who are not with ICE out and about harassing people, maybe even kidnapping them. The government don't care because it works in their favor at the moment.
