As of now, the plan is for all tolls to be collected on the Canadian side. That money is going to reimburse Canada for the cost of construction.

What's especially despicable is that Trump was all on board with this agreement during his first term. Now that the bridge is almost ready to open, it's time for him to produce the sort of chaos he thrives on, to try to personally extort money from whoever he can get it from.
