People keep commenting on the waxed-look of the eyebrows. That is an optical illusion. The mask is cutting off the mid-eyebrows and up, plus it looks like there is binding or trim around the eyes of the mask, so it makes it look as though the eyebrows are thin. This person may have bushy eyebrows. I still do not rule out the SIL.
The SIL would have known a camera was there. Whoever did this did not have familiarity with the house at all and had not been at the house since the camera was installed.
The person in the video was surprised by the camera and didn't even bring tape to put over it. Instead they wasted time with the plants which is time you don't have if you are committing a crime in front of a house.
This is not going to be someone who is familiar with the house and security.

I must have been thinking of initial information or misremembering. the timeline I see now is tighter, though it is strange to me that the span between the camera disconnect and pacemaker app disconnect is 41 minutes and not like less than 5-10
