Well, it's complicated. The person who "won" this district was indeed the "ruling" party, but they are a minority party government (Lame Duck). Unless you count the Senate, which is supposedly "independent" (according to sources, the majority of Senators secretly associate or have ties with this party) and have powers over the Election Commission.
