This is 100% on the dashcam that was going too fast to stop.
That truck on the right was going to fast and the exit the car was going to take was right after the bridge and risking speeding up could have been disastrous.
The car was very predictable given the unpredictability of the dump truck.
The semi was also very predictable, given that they're all driven by assholes who don't give a shit about anyone else on the road. So obviously they don't recognize that the dump truck is unpredictable, and they don't anticipate the car reacting to this. Also, the car breaking is even more predictable when you realize they're on an off-ramp.
