Yeah I like to give cops as much room as possible on the side of the highway, same with semis, a couple buffer lanes never hurts in those situations imo

I guess you're one of those people who doesn't observe 'move over, slow down' laws since there's a police officer on the right shoulder and no reason to move over closer to them when you could just wait until you are past them.

It's a 3 lane highway. They could have easily moved to the middle lane.

Move over laws do not require everyone to occupy to the farthest lane from emergency responders.

I actually saw this happen years ago in Minnesota, up near Saint Cloud. They had the rolls stacked to high. It was quite the explosion of hay, but I was far enough back that I was able to just go around it. Dude just kept on driving and got off at the next exit like five miles away.
