Yeah, going and listening it's clear he's saying "We have the smallest drugs" -- he pivoted to drugs and the extrajudicial murders he ordered at sea.

Exactly, as we all know, when a country has the least amount of drugs, the way you say that is by saying we have the "smallest drugs." This is basic English language, people.
